Why did Souter WEEP about Gore v. Bush DECISION?

Well...okay. To answer your question, if it is a real question, Justice Souter wept over the Bush v. Gore decision because he felt he had not fulfilled his duty as a Supreme Court justice. He obviously felt that the decision to give the presidency to Bush was unjust, and that made him wonder whether the court was living up to its purpose as described by the Constitution - to uphold the laws of the United States.
